Eltina Three Stars is a dedicated community leader, advocate, and mother, known for her deep commitment to making Rapid City a better place to live, work and play. She currently serves as a Programs Director for Journey On, a grassroots nonprofit focused on street outreach, youth mentorship and responding to those experiencing a suicide loss. With a background in grant writing and program management, Eltina brings practical experience to the work of healing and change. She holds a bachelor’s degree in Business and is deeply passionate about community engagement and improving race relations.

Eltina is proud of her Lakota heritage and uses her platform to uplift Indigenous voices and traditions. Her leadership is guided by empathy, accountability, and a belief in collective progress. As a mother, she draws strength and purpose from her children, who inspire her to lead with love and resilience. Eltina serves her community with integrity and intention.
